No.

NBA Free Agency will begin July 1, 2009. However, there are two parts to the process. Teams will only begin negotiations with players at this time. July 8, 2009 will be the first day teams can sign players. The reason for this is that luxury-tax and salary-cap numbers must be announced for the 2009-2010 season before teams can sign players.

I think they can agree to whatever they want anytime after July 1st, but that doesn't mean much, as Hedo has shown us.

Why would an NBA office have to be open to verbally agree to an offer?

Horrible question.

I dont think the NBA office has to be open to agree to an offer, or sign a contract. It's between the player and the team.

It may have to be filed to the NBA for the league to recognize it, but that's probably on the team to do, not the player.

The MLE is a percentage of the cap figure available.  That is finalized on Wednesday.

The NBA office will be taking the official contracts on Wednesday.
