Basically i am asking if tonight is the start can someone sign right at 12 cause i know with the trading deadline it end at 3pm always. I was wondering if it was like 10am July 1st we can sign people or at 12 can we sign someone thats all

You can't even sign people at 12. Oftentimes, it'll be a deal where a player will "agree to terms" with a team. So that is a possibility: that someone will agree to terms with us at midnight.

Teams can *negotiate* starting at midnight.  Teams can't sign anybody until July 8.

You might not have anyone signed tomorrow but we will have lots of rumors about who is talking to who which is almost as good.
