Hedo turned down an extension before opting out

ESPNews said that Orlando had offered hedo a contract extension, which he turned down right before opting out.  They didn't say what the offer was, but I can't see hedo re-signing in Orlando if he is turning down extensions.

That extension must have been less that appealing to say the least and possibly insulting at the worst.

He's reportedly asking for 11 per year for five years.

So if he's opting out their offer would have had to be less than that. My guess is that they offered him an extension that didn't raise much from his current salary of 7 million.

Offer wasn't public, but I'm guessing and feel fairly certain what the offer was ...

Otis Smith has made public statements saying that he thinks Hedo is worth the money he was scheduled to earn next season, and that's the right pay grade for him, so I reckon Otis offered $7-8 million. That's the ball park.

I could see Otis going above his comfort level on Hedo's value after prolonged negotiations, but not on his first offer.

Hedo is worth around $10 million (market value or impact wise) so the initial was $2-3 million per annum lower than what he was looking for.

Portland has $5MM in cap room.  If they can find one of the teams with cap room who would take a Travis Outlaw or a Joel Pryzbylla, I could see them making a major play. 

Toronto also has a ton of cap room as well AND is a great city to live in though tax implications might be an issue.

Yeah, Toronto seems a likely possibility.  They're losing Marion to free agency, and they would likely want to get a guy to replace him to try to convince Bosh to stay put.  Hedo might do that.

Orlando's rumored extension was 4 years 35 million so just under 9 million per.  Seems pretty reasonable to me.  It is not the 5 year 50 million he is probably going to get from Portland, but I still say Orlando didn't exactly low ball him if the rumored amount is accurate.
