Otis Smith has made public statements saying that he thinks Hedo is worth the money he was scheduled to earn next season, and that's the right pay grade for him, so I reckon Otis offered $7-8 million. That's the ball park.
I could see Otis going above his comfort level on Hedo's value after prolonged negotiations, but not on his first offer.

(market value or impact wise) so the initial was $2-3 million per annum lower than what he was looking for.
