First of all, everybody else is right in that the Suns don't get enough.
Second, why would Cleveland do this deal when it really comes down to two separate deals - Wallace and Pavlovic for Shaq (which they could do) and West for Tony Allen. Why would they give up West for Allen who has never shown anything? They had flaws exposed by Orlando - why would they trade for a guy who couldn't even get minutes against Orlando in the previous round? Wouldn't they just trade Wallace and Pavlovic for Shaq and if they really wanted to dump Delonte's two remaining years, send him somewhere else for an expiring contract without sending him to a rival?
Third, you're missing the fact that, besides the fact the Cavs could do their trade without the Celtics, the Celtics and Cavs would not make deals with each other right now. They are very competitive with each other, why would Cleveland help Boston get Amare? And to a lesser extent, why would we help Cleveland get Shaq?

1. Amare cannot play small forward. Garnett is more likely to play some small forward. But really, 2 of the 3 of Perk, KG and Amare would start - I'd actually prefer it remain Perk and KG, with Amare bringing offense off the bench. But he's paid way too much to be a sixth man (I actually don't like Amare at all, not for his price tag - his inability to defend anybody, immaturity and stupid decisions make him one of the most overrated players in the league in my opinion).
2. Eddie House will never start over Paul Pierce on this team. If Pierce doesn't start, there will have to be a better, younger player in his place. House will not be a starter. If you were hopeful about Giddens or even if you put in Delonte, that'd be one thing, but House a starting 2? Next to Rondo, who is not a tall point guard? No.
