I found it on the latest practice interview video of Celtics.com and here is the quote (from the game 5 preview) :

Quote
One of the keys to Boston winning their third game of the series will be keeping Kendrick Perkins out of foul trouble. The Celtics' big man is averaging more than two blocks a game in this series and, with Kevin Garnett watching from the sideline, is the anchor to the team's defense.

When he has been sent to the sideline with foul trouble, which was the case for the final minute of regulation and both overtimes Sunday after he fouled out, the team has struggled to rebound and defend in the paint.

Many of his fouls have come at the offensive end and have resulted in turnovers. For a center who doesn't command the ball in the post or have many sets run for him, his average of 3.25 turnovers a game in this series is well above where it should be. Doc Rivers spoke openly about Perkins' foul troubles at Monday's practice.

"Clearly, every game he's been targeted for these moving screens," Rivers said. "He gets them every game. He gets the call every game. Watching that game last night, there were two that he did move in a direction but there was zero contact."

Although the calls are going against Perkins with his screens, Rivers also noted that the Bulls haven't been called for the same infraction.

"Brad Miller, on the other hand, is flying around, he's laying guys out on screens and didn't get one of those calls," he said. "That bothers me."

What do you think? Will Doc get another fine for his comments, is he right to say that?

Personnally I totally agree with him and I'd add that Noah is making an unbeleviable number of moving screens while never getting called for it (and even when he rebounds or play inbound defense aggressively I'm amazed that he doesn't get called for at least ONE foul).

I think Doc is 100% correct and having watched a bunch of the other games it is happening quite a lot around the league. But it is Perk that is being singled out for his miscues. Heck I've seen a lot of extremely blatant illegally screening going on this whole post season throughout the league and Perk seems to be among the very few that are getting called for it and a bunch of the stuff he's been called for has had zero contact or were extremely borderline calls.

Bottom line...Perk is a beast and David Stern is a feminine hygiene product starting with 'D' and ending in 'bag'.

yeah, i have a big problem with how illegal screens are called. It just seems so arbitrary.

Indeed, that's my problem as well. I won't argue perk doesn't set moving screens a few times a game, he does, but its such an arbitrary call. Even on his own team, KG sets a ton of moving screens, and is rarely if ever called for them, never mind that every big on every team sets them.

The call needs to be standardized across the league.

It's even more subjective than the offensive holding call in football.  There can actually be no contact and it still gets called.

He may be fined, but he's right.

I'm not the guy who tries to blame the refs and i think the officiating job that we have seen in this series has been decent, except for this one thing.

Look at last game: They called a couple of offensive fouls for moving screens on boston and most of them have actually been correct, but both Noah and Miller have yet to set a legal pick in this series and they're not being called for anything.

Not saying that's why boston lost or that the refs are doing this on purpose, but it's been annoying to watch.

I agree he gets called too much. But if it's the case that he is just getting singled out and we can't cahnge it and we need to keep him out of foul trouble...

The point guard has to wait until he is completely planted and he has to stop moving...at all, when he sets them.

If we cant' get a break we need to make sure we're not giving them the chance to call it.

It blows but seems that's what we need to do, fair or not fair...

They are looking for it from him, so they call it more. I think he gets targeted for two reasons. Number one is all of those technicals he got towards the first of the year and in years past. They can't love the guy. Second is the nasty "I'm going to kill you" look he gives them after he gets called for something. He can't act like that to the refs and then expect any favors from them.

The fact remains that Perk is the only guy getting called for it.  He does not have to change a thing.  The refs either have to call it on other teams or Doc needs to storm the floor on the first moving screen foul (we all know there will at least be one) and flip out.  Go nuts, get a tech.  The next one, send out an assistant to do the exact same thing.  The only way to make change is to draw attention to the problem...what better way than a playoff game on national TV?  Then, post game, have a tape ready of all the Perk moving screens comparied to screens set by the other team during the same game.  Then tell Stern to shove it and take your fine.

Smart move by Doc lobbying about this prior to the game.  If Noah gets called early (or Perk doesn't) we'll know it worked.

I think Noah has been the worst offender of making moving screens in the series.

It's odd how so many skinny big men get away with making more moving screens.

I see Doc picked up one thing from the zen master in the finals.

Gripe in the media about something being unfair, get fined a small amount, league responds as a smug "see, that's not true!" and pats themselves on the back for being impartial while proving your point.

see leon powe's ability to draw fouls post zen master rant.

With the glaring exception of Mikki Moore that is. I'm also a little ticked at how much Noah is able to get away with giong over the back.
