Leaving your car on for one minute uses the same gas as starting it up. So, unless you are going to be parked for less than a minute, it will be a waste of gas to let it sit.
Question: why does the person have to park for an hour? Why can't they get out and walk around, go inside, etc.? Because frankly, if I'm sitting in a car in the sun for an hour, I'd want my air conditioning on, too.

There's a reason that animal rights groups tell you not to leave pets in the car while you're in a car; they act like a quasi-oven. If it was very hot, I'd prefer using the air conditioning rather than sitting there and baking in my own sweat.Again, though, my first option would be to find something else to do rather than waiting in the car.
