I believe so.  Wally Szczerbiak's dad was born in Germany and played in the ABA, but never made the NBA.

Patrick Ewing, Jr. has a chance to be the second, I believe.

I guess Pat Ewing Jr qualifies as #2, since he had a contract until he was traded and had to be dumped for numbers.
