I don't know. I agree that his shot isn't consistent enough now, but neither was Gary Payton's in his first couple years. In fact, Rondo's numbers compare pretty evenly with Payton's. And if you can't build around a PG with all-star talent and drive, who can you build around.
Although we may have differing definitions for the term "build around", I think in this case Rondo is a player you "build around" because you already have him and then you bring in other pieces (even better players) to make the team better. I'm guessing by build around you mean a franchise player, in which case you're right.
