My sense is that LAC looked like a team headed to the lottery for the 2027-28 season before the penalties, and now if anything, they look even more like a lottery team. PHI gets this pick outright, it is an unprotected trade of the pick. If it is in the lottery and a better pick than then PHI's own pick, BOS gets to swap what will likely be the SAS pick after that swap.
As to the lottery odds changes, that is kind of neutral in my mind, it might help, it might hurt the value of the pick. There is no reason for LAC to completely bottom out. It is no better for them to finish lower. I see them being more in the middle of the lottery. I guess this depends on how well the anti-tanking rules work for other teams. This pick has a very high ceiling and a relatively high floor in all likelihood. Teams should want to trade for it.
