I don't see why Cignetti would leave IU for PSU. They seem fairly similarly situated with the way the modern game is. If Cignetti leaves, I think it is for one of the top 10 national jobs of which there are only 3 in the Big Ten - Ohio State, Michigan, and Oregon. Penn State is not on that level. The school is in the middle of nowhere in a small town. They don't have the local businesses or donor base to compete with the top tier.
