I get the impression that Ainge is getting ready to make a major move.

Or they are tanking next year.  They are freeing up minutes to develop young players.  They didn't trade either guard they just bought them out and released them instead of using their salary to bring players back.
I can't see Ainge tanking yet another year.

Austin said no more tanking. I believe they will try to win games, but not have a great roster. Start moving pieces and build around Ace.

Apparently Horford is a "top target" for Golden State according to Stein

The most they can offer Al is $5.7 million, which shouldn't be that hard to match.

This is really a good point and it is going to be the same for most contending teams.  They are all going to have financial constraints.  This is going to apply to Kornet also, and a lot of other FAs.

That said, does BOS really want to pay Horford $6M for the 2025-26 lost season?  It may be his last season and that may be the difference between getting under the tax threshold or not.

It depends what the salary goal is.  If it is under the tax altogether, then Horford is almost assuredly gone.  If it is under the 2nd apron, then paying Horford the little MLE is only $3.5 million more than paying someone else the minimum, and I can absolutely see us trying to make that happen.
