No, he's really not. If he was he wouldn't be available at #30. But who says the #30 will be a draft or stash or sit behind Walsh? Late first round picks can occasionally contribute.

It?s a weak draft at the top.  Incredibly weak.  It?s not unusually shallow, however, so the player quality around 30 will be similar to most years.  It?s the teams picking in the first 10 who are getting a raw deal.

The way I've heard it described is the top 10 picks are VERY weak, the middle like 10-25 is actually pretty good, and the rest is about average. Really its the top end of this draft that's giving it a bad name.

Sorry for not quoting any sources but from everything I've read and I read a lot this year lacks star power but is deep on rotation players into the early 2nd round.  It's why I can see Brad moving back a few spots into the 2nd.  The only way I can see him pick at 30 is if he loves 1 player that slipped.  If there are 4-5 that they like he will 100% trade back.  I hope they stay at 30 and pick BPA.
