TP for putting this together. 

I think what you could possibly add at another time is the players lost underneath the players signed to get a better feel how teams have done this offseason.

I really like what the Pacers did adding Brogdon and Warren(offsetting loss of Brogdonovic).  Lamb kind of offsets losing Matthews/Evans.  If they keep Thad Young too that is a really good team with Oladipo coming back.

The popular name on the board lately Vonleh might be sneaky good signing to play with Towns.

There is a leaked rumor that Kawhi is pretty much set to sign a deal with the LAL.

My only question is he's taking a lot less than the max, since they have $32.1 cap space... So am I wrong or?...

Kawhi's Max is 32.7M so he'd be taking a bit less than his Max.  I wouldn't put much weight on rumors.  Kawhi apparently asked for the teams he's considering to be quiet about it and so far they have.  In this case, loose lips might lose Kawhi for your team.

Need to know the actual details about the contract signings before who did best and worst.  The numbers being stated now are mostly from the agent side so they're going to maximize the value ignoring team options. non-guaranteed money, etc. 

I do like what New Orleans has done.  After milking all they could out of the Lakers for AD, the Redick and Favors signings are really nice.

They may not get the most wins in the regular season but they'd be the favorites in the playoffs assuming reasonable health.  The playoffs are about stars and exploiting match ups.  Who has the personnel to defend Leonard, James and AD?  With both Leonard and Davis, their defense should be good enough in the playoffs.

I agree on Utah.  They killed it.

I'm less sure on the 76ers.  They did well if Butler and Redick leaving were inevitable, but I still think they took a step back.

Milwaukee...  I love the signings of Lopez and Matthews, and they did a great job bringing back almost everybody.  But, why go cheap?  Every owner in the NBA can afford the luxury tax.  Giving Brogdon away seems like money was a priority over winning.

The Clippers:  it's all up to Kawhi, right?  If they get him, it's a homerun.  If not, they squandered a big opportunity to improve their team.

Agree on Cleveland and obviously Charlotte.

My list...

Winners:

Utah.  They improved their team for this season more than anybody else.

Memphis.  Picking up an unprotected GSW pick several years in the future could be a coup.  This is the perfect way to use cap space when you're rebuilding.

New Orleans.  They had a great draft, have a haul of draft picks for the future, and signed some really good pros to help the kids develop while remaining competitive. 

Brooklyn.  Kyrie is a flake, but the talent injection here is huge.  Waiting a year for contention isn't really an issue.

Losers:

Charlotte.  Losing Kemba was bad.  Overpaying Rozier was worse, and they lost Lamb on top of it all.

Houston and Denver.  The NBA is potentially wide open next season, and they did nothing to improve.  Literally nothing.

Toronto and/or LA Clippers.  At least one of these teams is going to miss out on Kawhi, and Toronto is going to lose Danny Green.

They will be old, but imagine if they do sign Cousins and Iggy.

Davis / Boogie / Chandler
Lebron / Dudley
Kawhi / Kuzma
Iguodala / Daniels
PG

I don't think they'll bring back Rondo, but Iggy could play PG, or Lebron could, or they could sign a guy like Jeremy Lin or TJ McConnell.
