Haven't done the math, but it appears that if we spent the rookie minimum on Christmas and the vet minimum on Collins, we still have enough left to sign someone at the BAE?

Yeah but i don't think we will use it. No real need to. I say we save it incase of an emergency.
We need at least one more rotation-capable guard to start the season, so the BAE will be "spent" one way or the other -- we'll either sign someone with it, or not have enough space under the apron to use it.

i wonder if Danny is going to keep both this kid and jamaar smith. As I count, there are 2 roster spots left...I was hoping to add dooling for a little depth at the PG while keeping one of the 2 summer boys

It's bi-annual in the sense that it can only be used at most every other season.

In principle, the exception is bi-annual, so we're not forced to use it -- it will be available next year as well.

Our current problems at this point are that by handing out the large MLE to Terry, we're effectively limited to a hard cap of $74.3 million or something like that. We'll be very close to this after we sign Green and possibly another guard for the rotation.

I really hope that if Christmas earns himself a roster spot from training camp that Danny signs him to a contract that includes a non-guarantee or partial guarantee for 2013-2014.  It'd be a shame to have him blow up like Stiemsma did and then see him walk as a restricted free agent we had no money to sign, especially now that we have no second-rounders for next season.
