It could be, but wouldn't attempting to get a guarantee potentially result in some NCAA penalties for himself if he didn't get one and stays in school, and some penalties from the NBA to the team who gives him one if he enters the draft? Until he says "I'm in," I don't think teams can talk to him.
More likely it's a kid who was intending on staying in school to become a lottery pick, and then had his world turned upside down when his coach bolted, and isn't sure what to do. If I were advising him, I'd tell him to go, seeing as it seems unlikely that he'll slip out of the first round and the guaranteed contracts that results in.
