I'd like that... BUT

Turner comes with his contract and suddenly Boston doesn't have much cap space to even try to go after a max FA next off season.

It was different for Blount and the Pats since Pats signed him back for extremely cheap.

Also Blount and Pittsburgh had a rocky relationship, I don't know how Turner and Portland feel about each other, regardless how Turner has played for them so far.

Different circumstances. Blount was unhappy with the Steelers so he down right quit on them, got waived by them, and the Pats picked him up. Turner....doesn't strike me as that. We'd have to trade for him.
