I think this idea makes a lot of sense.
For Houston: Asik/Mohammed is basically a wash in Houston's eyes. They are similar types of players with very limited minutes available for either of them. Houston replaces a disgruntled Asik with a solid veteran in Mohammed. Deng for Parsons I think makes sense for them. Deng gives them a huge upgrade defensively at the SF to guard Durant and Lebron in the playoffs. Financially, It will still keep them under the luxury tax line this season and they'll be close to that line next season depending on resigning Deng and other FA moves.
For Chicago: This is a deal that helps them a lot financially. Instead of being faced with the tough decision of whether to overpay Deng or not, they get another year of cheap production from Chandler Parsons who is a player that will complement that roster nicely. If they can then move Asik this summer (which it seems there is a market for), they will get under the luxury tax and out of the repeater-tax zone. The following offseason, Boozer's contract ends, so they'll have cap space to pursue a premier free agent or resign Parsons while still remaining under the luxury tax.
