Yes he's an unrestricted FA. My guess is that he'll end up with a deal that has a starting salary well above the 5ish we could give him in a sign and trade.

Here's hoping Portland takes its time thinking about whether to match the Batum offer. That will allow the Celtics to make their best offer to Houston for a trade for Lee. Minnesota can't make another free agent offer until the Batum situation is resolved.

If Batum plays total hardball with Portland, he can force his way out of town.  he can refuse to sign any extension with Portland, or offer sheet with Minny or any other team, so Portland can't match, and threaten to play for the QO and walk with no compensation tot he Blazers next summer.
