Terrible. What's the point of killing cap space without getting a star level player in return?
I'm not a fan of the deal, but here's the logic.
The odds of Boston getting Howard are slim. Okafor is 30 and a bit undersized, but he's a career double-double guy. Even adding his salary, Boston will still be 17 to 18 million under the cap. That's probably not enough to get either Williams or Howard, but it's certainly enough to sign 2 quality free agents. Imagine you've got Rondo, Piece, Okafor, Bradley, JJJ and E'twaun. Resign Bass, sign Jeff Green and Landry Fields and then bring back KG and Ray for one more run. Or KG retires, move Okafor to the 4 and sign Chris Kaman and J.R. Smith.
Again, not a fan of the idea but keeping Rondo, adding Okafor and still being able to sign one or two of the top free agents next near not named Deron or Dwight isn't crazy.
