Can someone clarify this?

It would make a difference in "blowing it up", I think.

For example,  KG makes 21 mil this year.  Rashard Lewis makes 22 mil this year and 23 mil next year.  If you can amnesty traded players, we could trade KG to Washington right now for Rashard Lewis and a 2nd round pick.   Boston then use amnesty on Rashard.  We still end up paying him the 23 million in 2012-13, but he wouldn't count on our books.  Meanwhile, Washington immediately buys out KG and he joins the Heat for a championship or something.   Effectively, you save Washington 23 million dollars and earn yourself a 2nd rounder out of it.

Obviously I'm exaggerating there... the Celtics wouldn't pay 23 million for a 2nd rounder.  This is a wild example.  Just curious if it works in theory.

No, he had to be on your roster signed to a contract under the old CBA.

You cannot trade for a player and then use amnesty on him.

Teams can only use the amnesty provision on their own players on contracts that existed before the new CBA went into effect.
