Not that repayment would be my worse worry being in debt to the casinos, cement boots would be.
IIRC, the county police consider unpaid casino markers to be the same thing as bounced checks, hence the felony charges. Also the county collects 10 per cent of the collected debt (which is bogus, but LV is certainly a company town.
Regarding the cement shoes, Las Vegas casinos are mostly corporate owned, and not controlled by organized crime like as it was in the 50s-80s.
