All part of the same strategy. They know Boston can't make an offer until Summer and it doesn't make sense to trade to New York right now either... so there is nobody bidding against the Lakers right now. They can't START with their best offer. They will start with this and ramp it up from there. Ultimately their goal is that the Pelicans give them a counter offer that they'll immediately take with glee.
Lakers: "So hey, here's our first offer... but hey, it's uh... it's just a starting point!... so like, don't hang up if you hate it... just please... please please please please send us a counter offer before doing anything. We're open! We're just trying to start a convo!... just ... send us a counter!!!"
Pelicans: (silence)
In the meantime, Lakers will do their darndest (with help from Rich Paul) to leak stories about how Davis has no interest in playing anywhere other than LA... so that come next week's deadline they can go "ok... this is our final final final final offer... Ball + Kuzma + Ingram + Hart + 3 1st round picks... It's not getting better this Summer. Nobody is beating it this Summer. Boston isn't going to want to give up assets for a rental... so just take this amazing incredible perfect offer right now so we can put this all behind us."
Hopefully the Pelicans tell them to shove it and never send a counter offer. That "best" offer will be available to them in the Summer too.
I mean what you're seeing right now is a very desperate attempt by Rich Paul to help his client get off the Pelicans immediately as opposed to suffering through the next 5 months in a sitting duck situation. Since Boston can't play ball right now, they are doing everything possible to get them to concede. I even think the anti-Kyrie stuff is at least partially motivated by some desperate attempt to convince the Pelicans that Boston is lying about giving up "the world" for Davis and that Boston will probably be unwilling to even make a play for Davis after "KyRiE FleEs to NeW YoRk"... On the flip side, if they can convince Boston to trade Kyrie right now - suddenly Boston becomes a player and the bidding war for Davis can take place immediately as opposed to 5 months from now. It makes sense.
