its safe to say..

1. Brooklyn
2. Phoenix
3. Philly
4. LA Lakers
5. Kings

This looks like the best bet if you had to order the bottom 5.

This summer has made most of the bottom 10 teams from last season better, whether through FA signings, the draft, or (projected) player development. Who do you think are the bottom 5 teams in the NBA, ranked (1 being the worst, 5th being the 5th worst), and why?

1. Nets - arguably got worse, arguably got better. Really hard to say but still a devoid of talent. Brook Lopez + the addition of Lin and Booker should give them some wins (if healthy), but everyone else also got better.
2. 76ers - Losing culture + still lacking in multiple positions.
3. Kings - Bad culture, losing Rondo, multiple C/PFs (not enough PT)
4. Suns - Will be better but by how much?
5. Miami - Losing Wade will hurt, but they have some young pieces that could take the next step (Johnson, Winslow)

There are still moves to be made both in trades and FA.

Still, as things are now, I don't think Miami belongs in this group rosterwise. Now, they could always switch to mega-tanking mode given their situation with Bosh.
