Portland has Meyers Leonard and Mason Plumlee, both of whom are cost-controlled, healthier, and better rebounders than Lopez. I don't see the Blazers giving up on either just yet, especially when getting Lopez this season won't get them far into the playoffs (if at all).
Washington seems intent on keeping powder dry for this offseason, so I don't see them consolidating contracts for Lopez either.
OKC got Kanter this offseason, who's basically a younger, healthier, equally flawed player.
