How about this scouting report from another combo-type PG as a comparison?

That sounds like a rondo scouting report. I don't think Rozier is credited with being a very good passer at Louisville.
from what i have read on rozier and louisville, his primarily strengths make him a sg, but pitino had him playing as a pg due to team need. so in that context, his passing is not so bad.

he has become a combo guard perhaps. which for CBS's system is probably a good thing. interchangeable players seem to be his preference.
