Normally, I would consider a fine like this excessive for something playful like this... while harmful moves or really crappy personal choices off the court are fined less.
But with JR Smith, this guy just has absolute no respect for rules or authority. Fine his butt off if he is just going to continue blatantly disrespecting almost every league policy or request like that.
Its a children's game. Relax.

It's about the fact that this is a profession and there are rules to be followed. JR Smith has continually broken them over his entire career and this is an example of when he does something he finds playful, the league asks him to stop, and he does it again less basically the very next opportunity he gets.
Its like if your child had been exhibiting a mild attitude/behavior problem recently and you asked him to stop doing something and he did it again right in your face. You know if you don't come down hard that the kid is going to continue to just test every boundary he can with you. Regardless of whatever silly thing it was.
I don't have kids. And I also assume that you and I stand on differing ground when it comes to testing the boundaries of authority. Especially when we're talking about something as silly as professional sports. As long as he remembers to dribble between steps and that the shot clock is a real thing, I'd say he's following all the rules that need to be followed.
I'm going to guess you're a big fan of implementing the dress code, and get quietly infuriated every time you see someone like Russell Westbrook show up in an outfit that subverts that idea.
Not that I really disagree with you in practice, but c'mon, we can't have JR Smith: Model Citizen wandering around. What would that do to the children?
