See, that was a bad call by the ref, but I thought Chalmers was just ducking out of the way of the elbow, not flopping.  If I saw KG running with his elbow at my head, I'd react the same way.

Chalmers is a notorious flopper.  He's on the Heat, so how could he not be.  Every time they yell and flail their hands going up for a shot they expect a call, and on defense they're dirty under-cutters and notorious floppers.

If Chalmers isn't fined for his flop here, then the league's new flopping penalties aren't being enforced and they're just a joke.
