Scola, Brand and Pietrus?

I am not sure how the new CBA thing works or the money we have available, but why can't we go after Scola, and Brand? We need size and rebounds that have an inside presence.  They both have that, not sure what the amnesty thing is either but doesn't that help us in signing them?  Why hasnt Ainge signed Pietrus?

The Pietrus situation is probably waiting on the Lee or Mayo issue... if we get either one I don't think he will be back.

We probably won't have the money for Brand or Scola unless they take min. (doubtful).

The short story is that teams with cap room will be able to submit a bid and acquire Scola and Brand off waivers. Dallas will likely be one such team. I could see Phoenix being another.
Cs have no cap room (bc of cap holds on our FAs).
