I can't upload rosters until everyone has signed up for the league, and cut down their rosters to 16 players (or less).

IMO, I believe 10/1 is a good cut-down date. It will give the GMs time to make deals (in Y!) after the initial waiver period. Plus, having a known date should force a deal or two to get done sooner rather than later. No need to drag things out.

I'd have no problem with 10/1 if other GMs were as active as the handful of ones throughout the draft... but i've sent a number of trade proposals that have gone unanswered.

No spilt milk here.... I'll be ready to cut down when necessary, but I think it's better for the whole league when all GMs are on board and accounted for.

Theoretically, I agree. However, there are a half-dozen GMs in each league who have yet to sign up, and I suspect that there may be a need, already, to find replacement managers. If so, I'll need time to recruit them, and they'll need time to review their rosters.

I'll make a push this week to get everyone signed in on the Yahoo! league pages, and take it from there.
