Has to be Flagrant.
Above the shoulders in the head.  I know that Rondo being in bad position made it look worse than it was.

But any time you grab a player high like that they call it a Flagrant.

And I'm not clear about the rules I think. How was that not a flagrant?

It definitely wasn't a flop.

In terms of the rules, there's nothing that talks about going for the ball.  Instead, it's a judgment call about "unnecessary" contact.  Generally, if you grab a guy's arm -- which is what Noah did -- you're not going to be called for a flagrant.
