The Bears problem is treating Justin Fields more like Tom Brady than Lamar Jackson. Fields greatest strength is his ability to keep plays alive with his legs by either running the ball or moving around to create time for people to get open. And with a bad offensive line, his ability to move should be even more utilized. Yet every time you watch the Bears, they keep Fields in the pocket way too much with pure passing play designs. That just isn't who Fields is. Fields is probably the 2nd or 3rd most adept running QB (clearly behind Jackson and right there with Hurts), yet you wouldn't know it watching them play. That seems to be a coaching issue.
I think Kyler Murray would be #2 behind Lamar Jackson in terms of running ability, but it agree that the Bears don’t seem to have a good system in place for Kyler. If he can learn to run and slide before contact when there isn’t a pass play to be made or when the O-line is failing, that would help quite a bit.
I think Kyler's running is overrated, but he is obviously in the same general range as Hurts and Fields. Either way, the Bears have just so mismanaged Fields it is hard to say what he could be. At OSU he was a beast running and used that very well to pass, especially on the deep ball. I'm not saying the Bears need to turn into the Ravens, but they should be utilizing Fields a lot better than they are.
