My Idea for the new Nba season format + Lottery

Don't want to bore you all with a long essay so I'll abbreviate with quick bullet points:
-season to long so cut regular season to 62 games (play each team twice, teams in division 3x))
-tournament about 30 games into season
-all 30 teams and 2 top teams from Europe
-single elimination
-winner of tournament guranteed home court throughout playoffs
-also a tournament for 8th, 9th, 10th, 11th seed for each conference
-winner gets last spot in playoffs
-teams with better record in their division games will get home court even if the other team has better overall record (this is to make divisions in the league more important)
-same playoff format (best of seven)
-new draft lottery method
-team with 2 worst records automatically disqualified for number one pick
-top seven teams instead of 3 will be picked by ping pong balls
-the 5 teams remaining will be in order from worst record to best (like it is now)
-worst 7  teams get equal 10 percent chance (not sure how it will work since worst 2 teams can't get number one
-other 5 teams have 6 percent chance of top pick

re: the playoffs:
-I think I'd take D League teams instead of Euro teams for simplicity's sake.
-I don't like shortening the season, even though its a good idea fundamentally
-Also not sure how I feel about reverting the division-homecourt decision.

to the draft:
I don't like automatically disqualifying the worst teams, because then they'll be denied the best option towards getting better.
At least a goldfish with a Lincoln Log on its back goin' across your floor to your sock drawer has a miraculous connotation to it.
