How do trade exceptions work?

I know Danny has a ten million dollar trade exception, but I have no idea what it is and how one would go about using it.  Could someone explain this to me please?

Basically, a TE is like an IOU, with an expiration date of one year.

You can't aggregate (basically, combine) it with other players, but you can cash it in whenever you want to take back salary without having to send any out, up to the full amount of the TE. You can use it all at once, or use it up, little by little.
