Why do GMs bother denying things that are almost widely accepted to be true?

I think what happens (and what Danny does all the time) is that there might be SOME truth to the rumor. But, it is rarely completely true. There is a lot of gray area here, of what is an offer, what is just a discussion, and things like that.
