Can you trade for a restricted FA before July 1st?

For example, say Celts wanted to deal for Brandon Jennings or Tyreke Evans BEFORE they officially become a RESTRICTED FA before July 1st? (on draft night)

Could they do so?

You can't discuss FAs until FA begins which is July 1st. Deals can't be signed until July 10th.

You can't discuss FAs until FA begins which is July 1st. Deals can't be signed until July 10th.

To add to this, after their season ends teams are allowed to make trades, so long as the players traded aren't free agents and can't become free agents through an option, etc.
