Do they have the amnesty available to use on Boozer?

They do, but you can only use the amnesty provision before July 17th (or 24th, but some day that has recently passed) each offseason.  So he's not going away this season, and given the premise of the tanking argument, probably not going away next season unless his play completely deteriorates.

They should run Boozer out there and see if he can be a 20-10 guy again in case someone is dumb enough to trade for him.

I'm pretty sure that Ainge understands that if Boozer could put up those numbers again, he still wouldn't be worth acquiring.

They are working on a deal for Nate Robinson, according to ESPN.  So, yes, it appears they are tanking.
