Need an explanation of cap and mid level

Im thinking this shouldn't take long.  I believe that 74 mil is some kind of magic number but am not really sure where we are and what we can pay ray and green (and anyone else)?

74 mill is the max a team can spend and use the full Mid level Exception which starts at 5 mill for 4 years max. Otherwise your limited to mini mid level exception starting at 3 mill for 3 years.

C's have green and allen's bird rights which means they can pay them upto the maximum salary (they also have brandon and krstic bird rights also). However with green and krstic because they were not on the roster they can not be sign and traded to another team.
