There's actually a legit reason for that when you think about it.

The Celtics have something like 20 retired numbers, and a pretty full roster already, so there really is only a few normal numbers ever available.

For instance, every single digit number is either retired or taken except for 7 and 8.

Every 10's digit number is either retired or taken except for 13.

Every 20's digit number is either retired or taken except 26, 27, 29 (all awkward numbers).

Every 30's digit number is either retired or taken except 36, 37, 38, 39 (again all very awkward numbers).

So that's why it seems like the same numbers are always being taken.  It's either take one of the few, normal, available numbers like 7, 8, 13, or take some weird number like 26, 27, 29 (any double digit number that ends higher than 5, i.e., 26, 27, 29, is going to be a weird number that you will rarely see).
