Just looked it up he was 24 in college and 4 in Dallas.  12 was taken by Marcus Landry-

Lets add 4 plus 24 = 28......

I don't believe they retired Quinn Buckner or Tony Delks numbers from the Celtics players who wore 28 in years gone by.
