Chris Broussard just said this on SportsCenter that Portland's GM said this is not going to happen.  Utah is looking to trade Boozer so they can re-sign Boozer and Detroit is one team that could be a trade partner, Rip Hamilton for Boozer... along with Chicago in another way they could get a deal done... Hopefully Boozer gets traded to Detroit so they won't be interested in BBD.

I can see why Portland would not go for this.  Hinrich is an upgrade over Blake but not enough of an upgrade to lose Outlaw over.  Had they been successful in getting Hedu to play SF, maybe but if they give up Outlaw, who play SF for them?

I suppose if Milsap, Lee, and Odom all sign that would make sense for Portland, but until then why on earth would they give up their cap space for Hinrich.
