Might be basket interference, I am not sure what it's called, but it is def a violation.

I don't think it's illegal to inadvertently touch the rim, so long as the rim doesn't move.

h. Touch the ball at any time with a hand which is through the basket ring.
i. Vibrate the rim or backboard so as to cause the ball to make an unnatural bounce.

There's the text of the rule.  I think it confirms what I said above.  The only time you can't touch the "basket ring" is if the ball is *touching* the rim.

Thanks Roy. 

It just doesn't seem right ot me that you can hit the rim before the ball hits it, but when the ball is above the cylinder and it not be goaltending, but the rule is what it is.
