One team that might not want to tank is Washington.  They have major, major financial concerns, and the higher the draft pick, the larger the guaranteed salary.

I'm sure Danny would be willing to take it off their hands for, oh, $3M.

What's the over/under on number of draft picks sold this year?  Twelve?

The rumor is that Washington, at least, may try to package its lottery pick with a bad contract.  I think you'll see a lot of teams doing that.

In terms of the second half of the first round, I think if the Celtics want a pick, one will be available.  There could be a lot of picks moving.

Isn't that how we got Rondo? The suns were selling off picks for $$? This could be a good offseason for us!

The only problem is, the Celtics were one of the 15 teams applying for money from an emergency fund set up by the NBA.  The economy seems to be taking a toll on ownership, and we'll see if they have the resources to be a buyer in this market.

Not to mention that, by all accounts, this is a weak draft and any pick that isn't at the top of the lottery is a fairly big gamble.
