Looking at the teams, I think Phoenix makes the most sense.   They don't have many bigs so there is a need and the bigs they have are mostly non-shooters so Love would fill a role.  He can also rebound and pass at plus levels so he can move the ball around.  Obviously he is not a good defender, but I think he could carve out a nice role on Phoenix. 

I think the Clippers also could probably have a role for him and they could use his rebounding as Zubac is really the only big rebounder they have. 

In the east, I think Miami makes the most sense, though I'm not sure how much of a contender they actually are.  I think he could also slot into the Harrell role in Philly and depending on the match-up Love may make more sense than Harrell.  That wouldn't be as consistent of playing time though, but Philly could use him at least somewhat regularly.

This surprises me.  He's going to sign with a contender and make them better.  He's not a difference maker but the contenders that need depth he's a great addition.  I'm shocked Cleveland is doing this.  Why make your competition better unless the agreement is he has to sign with a team out west. LOL.

You make a very good point. Is such a clause even allowed?! Seriously though, I do hope he heads out West. We don’t need any of Miami, Milwaukee, Philly, NY to be stronger.

This was actually a thing back in 2006 with Tim Thomas and the Bulls.  The Bulls weren't playing Thomas, and there was a lot of speculation that the Bulls were telling Thomas they wouldn't buy him out if he was going to sign with an Eastern Conference team.  When he was finally bought out, he signed with Phoenix.  From ESPN:

"League rules prevent the Bulls from adding a formal clause to Thomas' buyout that prevents him from signing with an Eastern Conference team after being released. But the sides can strike a handshake agreement to that effect and apparently have, with Chicago intent on preventing Thomas from joining New Jersey (his hometown team) or Philadelphia."

There was a time I longed for K Love on the Cs. He’s a good veteran and former champion. Still can bring some outside shooting to the table and some rebounding. He’ll be a good veteran pick up wherever he goes. If the Cs hadn’t gotten Muscala, I think they would be in hot pursuit of Love.

Reading what some Cavs fans are saying, and looking at his numbers, it's starting to make more sense why he fell out of the Cavs rotation.

3p% from Oct-Dec: 39.5%
3p% in Jan: 22.9% (his worst monthly percentage since 2013), with fans saying the drop off is due to a thumb injury.

If Kevin Love ain't hitting 3's, what's he giving you?

To me, PHO and MIA are in the most need of someone like Kevin Love.  PHO is really only 8 deep with "playoff ready" players:

Lakers have a bigger glut of big men than Cleveland and are not even in the playin right now. Would be quite a strange way to finish career

He is way more dependable than Klove at this point ,  we didn’t need another big that’s old or has health issues.
