No what Roy said was literally next year (not the next year). If the '18 Lakers' pick is not 2-5 and if the '19 Kings' pick is 1st then we'll get the '19 76ers' pick without restrictions. But that's probably the worst outcome.

Need to pull your head out of the sand. The Sixers are 4-4 on a tough schedule. Simmons and Embiid are looking really good. Covington, surprisingly since he's a slow starter, and Bayless are shooting well. Even McConnell is shooting well.
If Embiid goes down again they are screwed.
Going to be hard to find anyone higher on Embiid than me. He has MVP and DPOY potential. I've said plenty of times their playoff chances predominantly depend on how much Embiid plays with the other factor being the weak East. While his health is a big concern, he hasn't had any foot or back issues since he started playing. A meniscus tear isn't a big deal.
Embiid has been in the NBA for over 3 years and has played 38 games. 31 games over his first 3 years. That is an average of just 10 games per year. His health isn't just a big concern- its really the only concern.
Simmons and Fultz have had bad luck with injuries as well.
That hasn't been the full story though. They've drafted Noel, Okafor, and Saric in the lottery, and have gotten very little out of all 3. Maybe Saric will be good... maybe.
For the sake of Philly, I hope that this team materializes at some point. I'm betting that its more likely that the team that they drafted doesn't end up staying in Philly long term.
If Embiid can stay healthy, I don't really see a compelling reason for him to stay. Maybe they will end up trading him for another draft pick (ie potential that doesn't need to be realized).
