If they really wanted Ibaka, it made sense to give up some assets and try him out. As Roy said, what they gave in that trade was reasonable (T Ross and a late first iirc).
PJ Tucker was a loss, but he was never going to be a franchise cornerstone anyway.
All in all, Toronto is locked to remain a top team in the East for the foreseeable future but without ever becoming a contender. I believe their FO knows that and are fine with it.
