I've definitely noticed it. And IT certainly knows it too because you can often see him calculating his steps to make sure he makes it "to" the line by 16.
So there are two things in play here I suppose. One, the refs don't seem to be all that precise with the rule. There is not buzzer or light to guide so as long as it is close enough, they're fine with it. Second, is the shot clock the actual instrument used? I suppose the answer is yes but I thought maybe the refs would actually count.
Anyway, it's a little annoying but something I have gotten used to.
