What does it take to get up to #7 in a draft? Would a package made up of something below do it...to me they can all go as long as we hold on to ours and the Nets picks.

Clips 2015 1st #21
Philly 2015 2nd #34
Philly 2016 2nd
Dallas 2016 1st
Cleveland 2016 1st

Don't waste your time dreaming. No team will trade one of the first three picks. Trade up #11 to #8, maybe #9 to #6, #8 to #5, that's right. But not a top three pick. Wishful thinking won't help us here. Just forget it.

Oh c'mon man. Maybe the price is high, but I'm pretty sure we could swing moving up from #4 to #3 if we offered some of our other FIVE 1st rounders over the next two years.

Up to 7?  I think we're going to wind up around 5 anyway.  The question will be, what does it take to move up to 3 or better, and even then, not sure I would.  I think Embid or Noel could be had from philly for maybe our first and their second back.

It's tough to even speculate now because obviously, we won't know the draft position until late May, but here are some possible candidates: If Utah picks 2, I could see them wanting Towns to put next to Favors over Mudiay, because they have Exum. I doubt any of the other teams most likely to be fortunate enough to land a top 2 pick would be interested in dealing out of it, though I could see a team moving out of pick #3 if they're not really keen on Towns.

I would like to get two lottery picks out of the draft, ours and move up by using the clips and Philly picks plus whatever else it takes.

Let's assume we're picking in the 4-8 range. Obviously we're looking for quality over quantity at some point with all of our picks and players.

Further suppose we want Okafor, and see him as the franchise center. Would we trade up? What would be the cost?

#4, a future 1st, and a future 2nd?

Would you do it?

That is an NFL trade not an NBA trade. A team is not giving up a franchise caliber center for more assets. A young franchise level center is the end game of asset gathering.

I can see DA using picks to move up from the clippers pick. If the Clips pick is at #20 and a player DA views at top 10 is slipping into the mid-late teens I expect future picks to be move to move up.  ex Clips #20 + 76ers #31 for 17-19.

I think this is very unrealistic.  Please feel free to peruse draftexpress' draft history to get a sense of the value of high picks.  In 2001, the seventh pick was traded for the 13th 18th and 23rd if I recall correctly.  Subsequently, the secular trend is towards teams being more reluctant to trade top picks for collections of lesser picks.
