Since we've covered just about every other angle about the lottery, I thought I would pass this along as well.  Below are the positions that won the lottery based on their standing since they introduced the weighted lottery in 1990.  Also, keep in mind that the relative weights for the first few years were different than they are today.

The third worst team has won a quarter of the time while fourth worst has never won the lottery (since 1990).  The third and fifth worst teams have combined to win nearly half of the times.

Place           Wins   Percent
Worst           3   12.5%
2nd Worst   4   16.7%
3rd Worst   6   25.0%
4th Worst   0   0.0%
5th Worst   5   20.8%
6th Worst   2   8.3%
7th Worst   1   4.2%
8th Worst   1   4.2%
9th Worst   1   4.2%
10th Worst   0   0.0%
11th Worst   1   4.2%
12th Worst   0   0.0%
13th Worst   0   0.0%
14th Worst   0   0.0%

Sample size isn't significant.

Especially given you have to throw out the years before the weighting was changed.
