Well, BOS, ATL and Smith would all have to agree to the S&T I think.
If they "don't want to deplete the new team", they would have to sign as free agents.
S&T allows teams to "sign" free agents by trading their own and pay them a good contract.
Howard could go to Houston without Houston losing any assets because Houston has the cap space to make it work. Howard can straight up sign there as a free agent.
This is not the case for the Celtics. We will have to lose at least some assets and make it worthwhile for ATL.
However, if ATL cannot S&T Smoove, Smoove will just walk and sign elsewhere as an FA.
The S&T is a 3 way negotiation. Two teams and the free agent involved.
