Why do the Rockets have so few fans?

I've been watching Houston highlights recently and I notice that their arena is never full, why? Their team is up-n'-coming and plays a quick pace, scores a lot... is Houston just a bad market? I would love to watch them play

There are 3 basketball teams in texas and they are kind of the worst right now. I love the Houston roster and coaching staff, I have really high hopes for Thomas Robinson.
